Malaysia Lent the PM to an Agent

Malaysia is about to put a sitting prime minister's likeness inside an agent that renews licenses, pushes payment links, and never goes off-message — the same week Kuala Lumpur opened public consultation on its AI Governance Bill and OpenAI shipped ChatGPT Work to prove agents can finish jobs, not just chat.

What's launching: On July 10, Bloomberg reported Prime Minister Datuk Seri Anwar Ibrahim will debut PMX AI — an agentic avatar built by Zetrix AI Bhd — within days, per the Prime Minister's Office. The name nods to Anwar as Malaysia's 10th prime minister.

What it does: Unlike talking-head deepfakes, PMX AI is built to act, per The Straits Times:

• Renew a driver's licence, send a payment link, confirm the transaction
• Steer users toward government job training and course placements
• Converse in English and Malay, including regional dialects and slang

Zetrix group managing director TS Wong told reporters: "AI will transform governance and politics."

The stack: Zetrix calls it a personal knowledge model — continuously fed Anwar's recent speeches and remarks to sharpen likeness in near real time. Training corpus: his writings, speeches, and government policy record.

The politics: The project is a Parti Keadilan Rakyat (PKR) initiative — his political party — not a neutral civil-service portal. National elections must be held by early 2028. The PMO launch video narrates, in Anwar's voice: "It is a digital extension of myself. Ready to listen, assist and serve the people." Visuals cast him as an astronaut, caped superhero, and a character resembling Neo from The Matrix, per The Straits Times.

The governance gap: Same week, different posture:

• July 1: Anwar said Malaysia is finalising an AI Governance Bill complementing the Cybersecurity Act and data protection rules, per NST.
• July 10: The Digital Ministry opened stakeholder engagement and public consultation on that bill via the Unified Public Consultation portal, per The Edge Malaysia.
• June 24: Digital Minister Gobind Singh Deo told Parliament accountability must sit with humans and organisations, not the AI — because "AI lacks legal personality or moral responsibility like humans."

Precedent — but further: Bloomberg and The Straits Times note Ukraine's Volodymyr Zelenskyy, India's Narendra Modi, and South Korea's Lee Jae-myung have used AI likenesses in campaigns. Lee's 2022 AI Jae-ming delivered regionally targeted platform points. Malaysia's twist: a sitting PM handing routine government transactions to an autonomous agent built by his party.

The timing: On June 29, Anwar launched Malaysia Digital 2030, targeting 30% of GDP from the digital economy by 2030 and 95% of government services fully online, per Press Insider. PMX AI is the showpiece — and the stress test.

Why it matters now: IPO week proved frontier labs can delegate finished work. OpenAI's ChatGPT Work shipped July 9 with GPT-5.6 powering hours-long agent tasks across apps and files. Anwar is testing whether sovereign legitimacy can ride the same architecture: an always-on PM who processes payments while humans still write the rules.
