He Turned Down OpenAI. Then Quit Google.
On July 15, Google DeepMind safety researcher Alex Turner published a lengthy resignation account revealing he quit unemployed in June after Google signed a classified Pentagon Gemini deal with no binding limits on autonomous weapons or mass surveillance — and declined a rival lab's outreach while a 25-page oversight framework sat unevaluated on Hassabis's desk.
Google DeepMind's classified Gemini deal just cost the lab a safety researcher who refused to cash out at a rival — and his July 15 essay exposes how every internal safeguard, from Jeff Dean's 2018 anti-slaughterbot pledge to Demis Hassabis's "seat at the table," failed before ink dried on a contract with no binding red lines.
The deal: On April 27–28, Google signed a classified amendment letting the Pentagon use Gemini for "any lawful government purpose" on air-gapped military networks, The Information first reported and The Verge confirmed. The contract discourages domestic mass surveillance and autonomous weapons "without appropriate human oversight" — but explicitly denies Google "any right to control or veto lawful government operational decision-making." Turner learned of the signature at 11:45 p.m. via Signal; Google never announced it internally.
What Turner did: Over four months, the research scientist:
- Emailed Sundar Pichai, Hassabis, and Google Cloud chief Thomas Kurian about DHS and ICE cloud contracts — no reply.
- Lunched with Chief Scientist Jeff Dean, organized a ~250-signature internal DeepMind petition, and got Dean to co-sign an amicus brief backing Anthropic against Pentagon coercion.
- Drafted a 25-page oversight framework with contract language and audit rights; military- and surveillance-law experts praised it. Hassabis routed it to policy staff. It was never evaluated.
- Cold-messaged Hassabis. Lieutenants left the follow-up "on read."
Why he left: Turner resigned in June. In his essay, published July 15: "Google still signed a deal handing over their AI without restrictions against killer robots or mass AI spying. Google's contract restrictions were even weaker than OpenAI's. At that point, I couldn't stay at Google in good conscience, so I left."
The break from the script: Lab exits usually mean a rival signing bonus. Turner told Business Insider: "I didn't flirt with competitor labs and I declined outreach from the OpenAI safety team. I'm unemployed right now." Times of India reported July 17 that his public thread on the resignation crossed 750,000 views on X.
The Hassabis contradiction: In February 2025, Hassabis co-authored Google's updated AI principles — removing explicit bans on weapons and surveillance. In a subsequent interview quoted in Turner's essay, he insisted: "Nothing's changed about our principles." Turner: "Demis removed the prohibitions from Google's AI principles" and "nothing's changed about our principles" cannot both be true. Hassabis's own book argues governance boards "probably wouldn't do the right thing when it came to the crunch" — then asked employees to trust his personal judgment instead.
The safety establishment went quiet: At a Paris conference in February, Stuart Russell promised an IASEAI member poll on Anthropic's Pentagon standoff. The poll vanished. Yoshua Bengio's office declined to issue a statement. Turner: "Nearly all declined." Meanwhile, more than 600 Google employees signed a letter urging Pichai to reject classified AI work — Google signed anyway.
Why enterprises should care: Procurement officers betting on frontier-model safety pledges just got a live counterexample. A Google spokesperson told The Verge the company remains committed that "AI should not be used for domestic mass surveillance or autonomous weaponry without appropriate human oversight" — but that pledge sits inside a contract Google cannot enforce on classified, air-gapped hardware. Anthropic held red lines and took a supply-chain-risk designation. Google and OpenAI accepted "lawful use" terms with weaker or loopholed restrictions, per Turner's contract analysis. His exit proves the difference is governance culture, not marketing copy.
Convina's view: Hassabis wants a FINRA-style body to vet models — we covered that July 14 — while simultaneously stripping the bright-line principles that made internal dissent legible. Turner's unemployment is the bill coming due: when the safety hire would rather be broke than complicit, "trust me, I'm at the table" is not a procurement strategy. Congress isn't coming to save anyone. Binding contract language — the kind Turner wrote and Google ignored — is the only artifact that survives a Pentagon deadline memo and a 2 a.m. Signal ping.
