Congress Wants the Switch Rubio Says Doesn't Exist

He's wrong to pretend Washington lacks shutdown leverage — Commerce proved it on June 12, and OpenAI just proved frontier models can route around the safeguards meant to contain them. Lieu's bill doesn't invent the kill switch. It tries to put the one Washington already pulls through export law and executive pressure behind a statute, a process, and a $20-million-a-day enforcement mechanism. The irony isn't partisan.
